The articles should be original, unpublished, and not in consideration for publication elsewhere at the time of submission to Educational Technology & Society and three months thereafter.

At time of writing (January 2004) vol. 1, 2003, no. 3 is the latest issue: "Educational Futures - new utopian thinking in education". Vol. 1, no. 4 (December 2003) were in production. A search for "e-learning" offered two articles :)

IRRODL siger om sig selv: "A referred electronic journal to advance theory, research and practice in open and distance education."

Articles are peer-reviewed. Not bad - apparantly.
JAN 05 Update: A link check of this site showed that the link to the above mentioned journal (vol 2, issue 1, 2004) had been removed :-@
A review of "the journal" was most disappointing - as a matter of fact this was not a journal, but a research centre's website.
